  1. Preheat your oven to 350°F (175°C). Grease and flour a 9×13-inch baking dish.
  2. In a large mixing bowl, sift together the flour, sugar, cocoa powder, and baking soda.
  3. Add the mayonnaise, water, and vanilla extract to the dry ingredients. Mix until well combined.
  4. Pour the batter into the prepared baking dish.
  5. Bake for 25-30 minutes or until a toothpick inserted into the center comes out clean.
  6. While the cake is baking, prepare the frosting. In a saucepan, melt the butter over medium heat.
  7. Stir in the cocoa powder until smooth. Remove from heat.
  8. Gradually stir in the powdered sugar, milk, and vanilla extract until smooth and well combined.
  9. Once the cake is baked, allow it to cool completely in the pan.
  10. Once cooled, spread the frosting evenly over the cake.
  11. Slice and serve.
